They're in alphabetical order in rows of ten to make them easy to view even if you're on a tablet, phone, or laptop. That's just formatting. However, the task does require you to make five set of ten items that are all related by a commonality that would link each set to one of the "Voices" (think card "suits" if you wish). The matched sets, in turn, will then fit one of the spotlighted pictures/locations, which you then will choose.
There's only one way this is going to fit together properly for the both the challenge and the story. The last part with the locations will be the trickiest and a bit more subject to interpretation. I'm willing to consider alternatives if well argued.

Hmmm... Random question , sometimes the text mentions Singari (with an R), and sometimes Singani (with an N). Are these two different groups, or is one a typo of the other?

The judges have just been given the materials to score, and the next chapter won't be up until tomorrow, but I know you all will be eager/anxious to hear the "official" solution to the last part:
Some of you VERY creative at sorting the cards--color, themes, etc.; but there really was only one way that didn't end up with one or more "odd fits." (I'll assume you'll get partial credits if you didn't get it right.)
What was the factor you needed? It was where these items were stocked! There were 10 from Blackheart Hollow, 10 from the Loyalty Shop, 10 from the Referral Shop, 10 frrom the Rift Plot Prize Shop, and 10 from Sarah's Quest Shop. (These were picked because they fit the plot so well!)
So that was the first sorting, and, if you did it correctly, it would have made your "Voices" matching job a LOT easier. The destinations were linked to the items and their setting, as well as the current plot. Those of you who did match correctly gave really good explanations of why, even though you listed different aspects. Once again, I'm sure there will be many partials for those who didn't get it all right. (Remember, I said well-argued alternatives!)
Correct sorting gave you: Blackheart Hollow: Blades (Balcony Crime Scene)--Things hidden and dark deeds. Loyalty Shop: Suns (Daytime Forest)--Money, honey, and material goodies to get. Referral Shop: Staffs (Gallery of Choices)--Cause you've got to have friends to get there, and you have to choose well. Rift Prize Shop: Gears (Singari Wagon)--All about time and fortune and their symbols Sarah's Quest Shop: Moons (Night Forest)--Love, loss, and the importance of holding dear ones as long as possible.
How'd you do? Some of you aced it, and it was very difficult. I once again thank for diving in and creating these fantastic lists that fit so well. There was a lot of time spent in thinking this conundrum out, and I know it was difficult and frustrating. (One team even burned their set of cards--they may regret that plotwise, but Irella got a chuckle.)
(We do accept protests if you really feel there's a problem with that, but you know how the judges really have to be persuaded.) :D
