There is a free software called Autodesk Sketchbook that can be downloaded from the windows store. Other possibilities are FireAlpaca and GIMP. I think Youtube has tutorials for all three.
I see you want your angel pet to win spotlight. There are free pet profile templates in the forums. And there are a couple of free art programs that I could tell you about to design backgrounds.
