A lot of folks commission artists for designs they want or purchase designs the artists are offering for sale. Those artists also usually will retain the rights so they'd be the ones you'd go to when you wanted the items in new colors as well and they charge a price for that. There used to be a whole forum for finding artists and buying designs or commissioning artist but when subeta altered the forums it got rolled into the regular art market forum I believe.

Awww it is a great image unfortunately I cannot actually draw CWs. I learned how to recolor my PSD files from other artists and do so for those I've purchased the rights to but that's all I can do sadly.
