over the years i've seen numerous users ask about rules for custom overlays, not realizing there's an entire page of them right here.

the reason for this is because the rules for making an overlay are on the page where you UPLOAD the overlay – a page you would not want to visit before making your overlay, and you wouldn't want to make your overlay before knowing the rules. the button just says "upload new," not "learn more" or "rules & upload" or anything that suggests there will be more information on that page.

i would suggest either moving these rules to the main custom overlay page (though this would get long/crowded if you had a lot of uploaded overlays); changing the button text to clarify that hey, this is the page where you can read all the rules for creating and uploading your overlay; or putting the rules on their own page with a clearly-labeled link. users who don't already know where to find something shouldn't have to resort to guess-and-check behavior.

Full support! As someone working on their first custom overlay, definitely did not know this was behind the "upload new" button; I'd done exactly what you'd described: avoided clicking that button until I was ready to actually upload the overlay!

Directions within the initial page's grey box leading users to the rules and guidelines would be very helpful.

I would never click the upload button until I have a file ready and prepared - especially not on this site, having accidentally signed up for stuff and/or started quests for color changes when I was just looking for more info. AND when it costs CSC!
