Can't add hair layer in Salon?

I'm of habit of deleting layers I'm not using and when I go back to saved HA's without the hair layer, there is no option that I can see to add it back. If I've overlooked the button somewhere, apologies!
Using Chrome, recently updated on an HP Windows netbook and on an Android phone (both embarrassingly old but both still fully functional), no error message.

Does the option not show up if you go to the: Hair tab > Select the new hairstyle > Add to Avatar (under the hair preview)
I'm having a weird issue now where I can add hair from the styles I've imported into the salon but as soon as I click it to edit the colours etc, my HA reverts to the one i'm wearing onsite as opposed the the one I put on to test the hair salon. I've tried this twice now and it's happened both times. Should I make a new thread about this?
Also are we going to get back access to the free hair styles in the salon? While I admit they do need updating I did really quite like some of them.

Does it make a difference if you hit "Wear" after importing the items BEFORE clicking edit/going to the salon?
Does the hair style say it's Legacy?
I may have worded that confusingly. I'm not the most verbal today, apologies.
By imported items I mean the Delish wigs and cash shop coupons I've previously bought and imported into the salon before the recent wardrobe change.
I put on a saved HA to test the salon in my earlier reply and have just done so again and had the same thing happen again. So wearing the saved HA I click through to the hair salon, click a style with a green tick next to it and the next screen this takes me to, reverts my HA to the one I'm wearing onsite.
There is no 'Legacy' label in the hair salon. I have the options to SORT BY: Name and Added To Site and the options for EARNED: All Styles, Earned and Unearned. The old Hair Salon styles are still there but they have a red tick next to them so nothing happens when I click on them.
