Is there still a stat cap? How much at?

It is currently capped at 22k total stats. Does not include level and intel.

does the rainbow vortex still reflect? also does it take up the steal slot?

Also does the one ring take up a heal slot

No weapons reflect anymore. RV blocks all icons and has a chance to freeze. It doesn't take up the healer slot, and The One Ring doesn't take up the heal slot.
