soooo upon reading this, i think these items need to be changed or weeded out; + it's recolors. the overlay could simply be changed, as these also exist;

i get it, it doesn't explicitly say what herb it is, but it's heavily implied of the use, which is more than enough, imo.

That drug use is legal in some states but not in others.
So can people in Colorado reference it, but I in Florida can't? thought emoji.

'Legality' is up in the air because in some countries (or in some states even), it's perfectly legal and nobody thinks twice about it. It's completely fine in Canada for example (and it's actually my job!). Even if you don't use it recreationally because it's not illegal in that capacity, it's still legal in many states as actual medicine that can be prescribed/regulated.
If it was a substance that is illegal pretty everywhere and everyone agrees is harmful, I think that would be a different story.
[edit] Just adding on, I think the rule in particular is more about user behaviour (like leading users to certain sites where stuff like that is available) and not so much about site lore, because there is a lot of site lore that would not be alright under this rule. We have murder, gangs, other items that imply to be stimulates/mind altering, etc.
That kind of stuff is all legal or legal-ish where I live, so I don't really see any problem with them. Even if someone lives in a place where it's illegal, should that take precedence over those who live elsewhere?
That rule might be important to clarify, since there's items on the site that make reference to things that are illegal in the real world (drugs, hacking/cyberterrorism/etc, murder, etc) but probably aren't going anywhere. ๐ค
Yeah, good luck trying to be consistent with any item that references drug use. Drug law varies so wildly from state to state, much less country to country. I also don't personally see the existence of an item on-site as an innate encouragement to do drugs. It seems like a "wording of the rule" problem than a problem with the items imo.
Anyway--if the rule clarified that encouraging illegal activities on the forums and other social mediums was a no-go, that would probably suffice, since I think that was the original intention. Like, I wouldn't be able to personally and deliberately encourage another user to use illegal substances, but I could display those items on my HA.
Rules are for you and me, not staff. Not because the rules don't apply to them, but because rules for users need to be black and white so that the standards (and punishments) can be applied easily and fairly across the board.
Many rules are judgement calls and staff has the right to decide what follows the rules and what breaks them. That's part of their job.
Personally I don't believe any of those items "promotes" illegal activity. But like I said its a judgement call.

My feelings exactly. I think the rule could use some re-wording, because in some places it's against the law for a female to wear makeup....

The original rainbow herb items have been on site longer than I've been on staff (and many others at that). They're perfectly fine, as are the hookahs (which can be used to smoke perfectly legal substances). We allow pet stories that involve drug use/other "questionable" activities, and dressing up your fictional avatar with a nice rolled herb blunt is just fine.
The "Illegal acts or activities" rule is one that does have a lot of room for interpretation, but it also feels like it should be a pretty clear "use your best judgement" area. For example, don't write in the shoutbox about how you got super high on crack, or your meth lab, or how you went on the dark web and stole 300 credit cards, or how you think it's cool you got your 15-year-old underaged cousin intoxicated at a wedding,

I personally think it's pretty obvious that we mean don't discuss all the illegal things you did in the shoutbox/forums/comments, as that stuff is better off-site (and why would you want to advertise that, anyway?), but I know just because it feels obvious to me doesn't mean it is to everyone!
