Usually when Keith decides to start a Cash Shop sale, they tend to be stocked. I'm not sure when he'll decide to throw another one though.

I think that Keith restocks every CS item during the Black Friday sale. If I am right, you will be able to buy one next year. C:

If you ask me, it's just easier to change your pet's species with a cheap elixir and then re-potion. Easier and less hassle.
