Are there requirements for a pet to be blessed by Iltallo? I'd like to have a pet blessed but none of my pets are "able" to be blessed.

only certain species can be made galactic you can see them at subetahq

The pet has to be available in Galactic. Check SubetaHQ to make sure that they are.
