Seems like it yes but no one has officially unlocked him yet. Looks like it can/might take up to 5 days of going to his shop to unlock him. Guess we will know for sure tomorrow.

Is Psycho Smasher Scroll actually worth using? if not, what's a better option for a freeze scroll?

Psycho Smasher, Shriek of Despair, Strong Stomp, and Cold Blast Scroll are all in a similar range of freezing scrolls. They're all very good.

Shriek of Despair is given out by Nightlady during Morostide, which is why it's the cheapest. Cold Blast Scroll you can make yourself from the tattered scroll pieces, and can make one per pet as long as that pet is strong enough to earn the tattered scroll pieces from the opponents. Psycho Smasher is limited to defeating General Error and Strong Stomp is limited to defeating Gelatin Stomper during the Gelly War.

That being said, Shriek of Despair is the only one I would actually buy.

If you want to look at infinite use scroll freezing options, Gelaspell, Assassin, and Unstable Fairy Scroll are all fairly solid.
