Snooburb Cake appears to be a reference to Undertale.

Undertale is a the PC / Steam game by Toby Fox and was released on September 15th of this year.

The description for Snooburb Cake is "This cake isn't made of or for snooburbs, don't worry." which is incredibly similar to the descriptions for the Spider Donut / Spider Cider / other spider-related pastry items from the game. Made by spiders, for spiders, of spiders. The item is also a pastry-like item / a cupcake, and is purple, matching the color of the spiders throughout that game.
There are two places you can encounter these spiders. One is in the first area / tutorial of the game, the Ruins, and the second is when you fight Muffet in Hotlands (the fourth area of the game).

I've been meaning to play that game. It's on my list of "games I need to play soon" hah.
That said, the artist, says that the Snooburb Cake is not a tribute or reference to anything in particular. Looks to just be a bit of coincidence.

Really? That's weird, given that there's literally four different parts of that item that match up rather perfectly to Undertale.

I think the Tiny Pumpkin Headband is a reference to the Lackadaisy comic too. Specifically this strip here. Rocky is wearing an identical band and says "As you can see by my noble nodule..."

Edit: I'm pretty sure this item is a Harry Potter reference item. Harry invited Luna to Slughorn's party as friends, and her dress was spangled (which this item appears to be). Also the rude nickname 'Loony Lovegood.'

I got bored while waiting for the timer at the Free Shop so I thought I'd list some of the art pieces sold in the Delphi MoMA gift shop :)
- San Giorgio Maggiore at Dusk by Claude Monet
- The Elephants by Salvador Dali (Dali did a lot of leggy elephants so I can't be 100% sure of the painting, but it's definitely a Dali)
- Jimson Weed 3 by Georgia O'Keeffe
- Edge Of The Cliff, Pourville by Claude Monet
- Almond Blossoms by Vincent van Gogh

- this is based on the giant bean in the exhibition part of the MoMA, which in turn is a reference to the Cloud Gate by Anish Kapoor

- this is an obvious reference to the ballet dancer paintings of Edgar Degas, but I couldn't find any specific painting this might refer to. Perhaps there isn't one.

While I'm pretty sure of the ones above, the rest are a bit iffy. Thought I'd list them anyway, perhaps someone else can confirm my guesses or knows the correct reference ^^
- I think there are a few similar installations, but Samantha Clark's Cloud Chamber is well documented and already from 2007 so to me it seems like the likeliest reference
- there are at least two artists doing driftwood horses: Heather Jansch and James Doran-Webb. This is probably a reference to one or the other.
- this is probably another van Gogh reference (based on the swirly clouds and textures)
