Yup you're right. Tier 11 I get the -1% heal. Everything else is the same.
Im sure purge is gonna say this, but i assume the -3% heal for lower tiered pets is to counteract the relatively strong blocking its doing over 3 common icons. .
@ Andrew and then I will counter that with the insignificant 16 icon attack of a commonly blocked type coupled with lower end numbers of not often coupled icon blocks. and finish off by saying please oh please scale within each tier by speed :D. I think if weapons like this were actually made good to use often (i.e not situationally for 1 opponent that's seasonal anyhow) it would open up all sorts of customization.
[edit] I still think the +% heals should be reserved for a more speed heavily trained pet vs an even pet, just that it should be normalized by tiers so that whatever point be it low mid or upper of a tier is chosen as the normalizing point, pets with X% above get 1% and 2X% gets 2%. 2X-X% lower gets -3% X-0% gets -1%
I dunno, blocking 25 of 3 major icons (especially dark, everything including the kitchen sink deals dark) + dealing any amount of damage + a chance to steal + a chance to freeze + a curse AND 4 mod slots? That's pretty OP for tier 9, even with the -3% heal (that's all freezing scrolls have), and depending on what your fighting-- like the effigys with no healing (which includes negative heal), that could be problematic enough.
Unless of course the steal/freeze/curse is also based on speed to even that out. Even then, everything else really makes the -3% heal seem insignificant. If this had a higher heal % for higher speed, it could potentially turn into an OPnightmare.
I don't know if restricting the weapon to scale by tier, then scale a specific stat within that tier (for ex, T9 speed is somewhere in a range of 1350-1599), is even possible.
I can't think of any other weapons that do all that. -3% heal gets beat out by all the other positive aspects. xD

Im sure we can argue back and forth forever since its mostly opinions (and by all means, you arent wrong in any way).
I just feel its a fair tradeoff since it has 4 mod slots , it can freeze AND it can steal. Realistically the heal shouldnt make much of a difference, so its up to Purge to determine how powerful/weak he wants a t9 weapon to be.
If i were to do it, i'd scale most weapons up to t12. Everyone in t12 runs a generic set.
Im sure the BAs are trying to introduce more shields into the game, idk where i saw them say it. but i see this is one of many tries.
Edit:
there you go took the words right from me.
its also possible they're trying to encourage builds earlier on? though if they want to put a real focus on speed, they should make it so that if you have x amount SPD higher than opponent, your attack gets considered first. AKA no more double freezes on first turn. (concept has to be tweaked of course)
4 mod slots, THIS CHANGES EVERYTHING, I still think lower tiered pets get a bit of the shaft but you have a point, modded right it could very well see common use.
I thunk therefore it is? right?.... right? :( ok maybe but i dunno nuttin bout no fancy techno-chine languages
Tbh I can't either xD; I mean the Somas do a lot of that, but they're OPB. I guess the uh Shards of Space and Time are kinda similar... they deal some damage and can freeze too. But there's no chance of stealing, and no curse, and they block a tiny amount of damage.
There was the Glacial Ring? But I think it has a negative heal, too (or at least it did) (it also had a nice chance to deal -100% xD), and it doesn't deal any damage outside of it's very rare attack and there's only 2 mod slots. And it's tier 11 so lol.
The real deal breaker is the 4 mod slots honestly. Like if it only had 2 I'd be like eh, vault/TC it but really it seems like if the heal was changed on it at all it'd have to be seriously nerfed because that currently might cause some need for strategy to work around (smaller having to work with the negative heal against them, and the larger pets having to work with only 2% heal verses 9%+). It'll be interesting to see how it gets put to use.
yeah I didn't remember someone had said 4 mod slots. it does make a huge difference. I'm happy with it the way it is, and I think a high spd/def pet could use it to turtle some opponents that should be out of its league perhaps.
The negative healing (which slowly moves to positive) along with both the freezing and stealing rates increase as the speed of the pet increases. As stated, the defense is very strong at T9. Since that defense slowly gets worse the stronger opponents are, the rate of freezing and stealing (and better heals) increases to compensate as it scales. The 4 mod slots allows for a large level of customization, which is necessary for a niche weapon such as this.
Also, 4k speed is the final tier for its hidden bonuses.
RIWoD would heal 175 more, block less, but still some to the point where the opponent would have to do atleast 20+ icons after being blocked when you consider the heal. and the riwod does more damage even if 2 of its icons are fully blocked with presumably roughly the same freezing percent. this all being on a beginner t9 pet it goes up with tier and speed doesn't hit 2-3k that early so it'd be worse in a way. the mods matter but still i dont think enough to give this item real use if that's all considered.
GRing doesn't have any heal component actually. I think it got changed somewhere along the way. Now it just blocks 75 wind/ice a small chance to freeze, occasionally does a second move of attacking 18-20 Ice, 18-20 Wind, blocking 75 wind/ice/water with a 100% freeze.
But you know the language to summon dancing lobsters, neh?
THANK YOU. I don't know why I can still get frozen by Mephysto when El's a t11. Also reminds me of the irritating concept of full-blockers or ice-blockers not being able to prevent freezing.
Interesting and cool! A speed-based scaling weapon. I'll update the scaling weapons part of the weapon guide tomorrow. Let us know when to start testing the skull staff.

Okayyy! Staff has some new things going on. Along with a wee bit of stat buffs.
With new stats, I can contribute these results:
Pet Name: UltimateFriend352
Pet Stats and Tier: Level: 2986 Health: 8098 Strength: 5051 Defense: 4994 Speed: 3744 Intelligence: 3617 Tier: 12
When Used: 10 magma, 12 earth, 10 water, 12 ice Blocks 30 dark, 30 earth IDK what percentage it heals (apparently caps at 750 HP) "You thrust the staff forward, sending a bolt of energy hurtling toward your opponent!"
Pet Name: Claire Sanchez
Pet Stats and Tier: Level: 1200 Health: 2951 Strength: 3000 Defense: 3000 Speed: 2167 Intelligence: 1295 Tier: 11
When Used: 10 magma, 10 earth, 10 water, 12 ice Blocks 45 earth, 45 dark Heals 10% May activate Curse of the Skelly (9 icons; 4 rounds) May activate Blessing of the Skelly (blocks 7 fire; heals 75 HP; 3 rounds) "You twirl and thrust the staff, sending bolts of energy flying at your opponent and easily blocking their attacks!"
The "attack is higher than defense" version doesn't seem very improved to me.

I am still doing the same so far with the staff.
10/12/10/12 30 earth/dark def 9% heal.
Yeah lol my staff still has poverty stats. oh well
It would be nice if the weapon scaled to builds that people actually used. I don't know how many people have def > str builds and even even builds aren't very common I don't think?
and keeping an exactly even build is quite tough when training still. losing 30 def and 1% heal, plus curses/blessings because you just finished training is kinda annoying.
The point of it is to encourage different pet builds. The BAs have been trying to increase the importance of defence and speed and this is just one more step in the right direction. Even if your strength is higher than defence it is on par with other new weapon releases like Unstable Sample Syringe and Tempestuous Bladed Gauntlet. These are not must-have weapons, but different choices people can use. There's no point continually one-upping weapons and if this were to be made any stronger it would be doing that.
The Twisted Keeper Focus is awesome. It's not designed to bash an opponent down with its 16 icons of damage. Using it + something like the Tempestuous Bladed Gauntlet all modded with defensive baguette crystals you can block 20+ icons of 6 different icon types. Then you can choose to use it with a defensive scroll like Perilous Whirlpool to block 7 icons, or a Sonar Scream Scroll to increase your stealing.
I love the variety and the fact they are not just bash and pray weapons. We already have enough of those. This is nice :)
I love that new concept, very innovative - 4k speed is falling in line with all the Godlies anyway.
Or you could do like the Prodigy Staff. It encourages you to get the amount of a corresponding stat for better att or def. You can expand that out for more effects to matches the stats you want to encouraged if this is going to be used on more weapons.
As this is now, I have 21 pets, the chances of me remembering what variant is going to work or not for all of them doesn't sound likely. Plus, from what I'm reading, if something jumps a stat up (training boost, auto training, random event, oracle, job agency) it's going to put the weapon into a different version. With P-staff its the same weapon for all pets that can use it, just better with better stats. That's easy enough to remember and still encouraging you to raise those stats.
Meh, they did say there are things coming with the stat cap being raised so maybe this weapon, and more like it, will have more appeal after those changes/additions.
I'm hoping that with the cap raise there will be some changes to the stat formula and maybe some added bonuses to str, def, spd. Re-purposing and correctly coding the bonuses that were used for increased level from ages ago could increase those stats importance. Or like I said in another post, link spd to spells and make how often you cast spells depend on spd (much more fleshed out in that post). Another option would be linking spd more firmly to curse/blessing activation instead of just on a handful of weapons. I'm sure other people can pitch more ideas along those lines.
