I think this is the case. I got an approx. 1.3 mil. reward after submitting three items to Saggi that totaled around 120-160k. One of the items was a restockable that’s listed as 600k in shops in the pop-up.
Today, I got a little over 200k despite paying 500k for a Moro item (one of two listings left on user shops). When I clicked on it, the pop-up shows it was worth 100k.
Also ran into a bug with Maleria. I’m on my last quest, but nothing happened when I tried to start. I tapped on the start quest button three times, before giving up and moving onto Saggi. Starting Saggi’s quest started Maleria’s. I finished hers… then it moved on to a second Maleria quest. I finished that. Then it started a third. Then Saggi’s. I think I completed 7 Maleria quests in total, two more than I should’ve been able to.
For the record, as long as the item is buyable in shops, I've been rewarded with more than the amount spent on every quest (save for the very beginning of this testing.) In fact, I was asked for an item that was 100mil in shops. I turned it in and got over 150mil in reward. So I am going to take chances for great payouts.

pete quest got stuck for me in an infinite loop. can't give it up either.
I also made the mistake of submitting an item from my wardrobe that was not available in user shops. I feel like if it's not going to give you a priceless reward for a priceless item you own, then maybe the they shouldn't ask for items that are unavailable/impossible to get. I got 20k back for an unlisted item lol
also i could not edit my comment, so I had to delete it and re post.
I find that I'm using legacy search far more than the new version just to be able to see the NPC shop & user shop prices on the same page. I will miss that feature if it goes away </3
Also, the buttons showing that items are in NPC shops are not live/accurate. I just had a quest with two items in-stock in NPC shops, neither of which had the new icons for anything other than user shops.
Also-also, I couldn't edit my comment (as user above said!) and had to repost, too!

hey everyone - i'm back!
The NPC shops are for a separate system (https://kumos.subeta.net/shops) which are the kumos-side version of the NPC shops, which is where those quests pull from. I need to do the work this week to combine those systems so that the search isn't confusing!
I don't have any updates tonight, but should tomorrow on making the whole thing feel more responsive, thank you everyone for the feedback over the last few days.

That makes so much sense! Thank you for the specific reply!!

Shop itself like everywhere much too spread out, when I buy something, I don't get the "bought" page (where I later, once established, should see, what I paid with buff and card) but instead land at the top of the shop again, instead of being able to keep on browsing, where I had stopped, plus I don't have the slightest desire to click through I-don't-know-how-many pages!!!
I keep repeating myself, I know, sorry, but the stated plan was, to make everything clearer and faster, this again defeats the purpose.
I'd also prefer a shop layout similar to current Subeta. I don't care for all the NPC dialgoue and while the statistics are cool, I'd like if that was at the bottom of the page. The filter is really nice, however; and so is having the option to buy multiples without waiting for the timer.
Back to questing: in addition to the shop search and user shop search icons, I'd also like an account search icon added. I have lots of un-priced items in my account and I'd appreciate having one step removed from having to click on an item > account search.
All right everyone, just pushed out some changes based on the feedback, thank you for keeping it coming 🙏

The shops are completely ready yet -- all of these things are in flight while being released. The goal of testing it now is to test moving items from the shops into your inventory, restocking the shop, taking the amount purchased into consideration, etc. None of the layout is where I'd like it to be, but I'm testing the fundimentals. It's the only way we can do it with one programmer. I appreciate the feedback, and changes are incoming :) I haven't made the thread for these yet, but I will be soon!

oh, o.k., glad to hear! Sorry!
aren't completely ready yet* 🤦♂️
And no worries, just making sure it's clear that they're very much a WIP!

I'm on Android/Chrome at the moment and all of a sudden, the popups from the items in the quest bar go behind the legacy frame now, making them useless. I mostly shop search for the items that way since Kumos shop search isn't really ready to use yet (I'll switch over when NPC shops and user shops appear in the same search).
Needs scrolling to be able to see/click the options and more so to use the links on the "click item" menu. There is no Quest bar on the starting page. On the first item bought page, the Quest bar appears on top, so basically no scrolling needed to click the options there, yet the "click item" menu is not scrollable, only first 2 description lines are visible and no scrolling possible, thus we need to return to the first page and use the items below.
Something I've been wondering all along: Why are quest bar items and lower items in different order?
Also using Legacy Frame mode for purchase because of NPC & User SS plus real item hover to start with account search and go to SS from there. tedious testing compared to quick legacy style - and I just go along buying one after the other, without opening all simultaneously in separate windows, to see overall cost first. Which is risky, because I might stumble over an item too pricey or not available at all, after having bought the other items...
I'd just bought all items, clicked Complete Quest in the bottom part, got a 404, used the Turn in buttons for 2, Complete quest didn't appear because 3rd item was gone, had to click "start quest" on "all quests" page to get back into the game, rebought 3rd item, had to refresh the page and only now could complete the quest.
Complete Quest is only there on the starting page at the bottom, further on in the quest bar it still needs clicking one of the turn in buttons or refreshing of the page to become active.
And I'm still afraid of the Give Up button, which sits so closely to the Complete Quest Button - a flicker of the page or the like and we press the wrong button...
Am I supposed to be able to go shop by shop and buy a bunch of super rares? This doesn't feel quite right..
Looking for:
I am currently stuck on a saggi quest that wont end. I submit everything and it gives me the confetti then it reverts to me having turned in 1 item and needing 2. i refresh and it does it again

this made me giggle - someone tell the candy maker in charge of the blueberry sweets it's OK to take a break 😂

oh gosh - the screenshot didn't upload properly. I was doing a Pete quest and buying the Blueberry Gummy Lungs from the NPC store and it informed me that over 2 billion of them were in stock - it gave a very specific number like 2,343,556,482 and when I noticed I laughed out loud because up until then I hadn't been paying attention to stock counts

oooogh these are unreadable! this is the restock statistics for the candy shack and also maybels market, it might be the same for all shops but we finished our quests oops. also pete really loves his blueberries huh
we are enjoying the change, though now the top bar is just There since we open everything in a new tab lolol, but everything is nice and smooth, only 2 404 errors today
this also gives us the big spook, the give up button likes to jump around a bit too much
