Played around with the shading / colors a bit more to try to get it to look less harsh. Hopefully didn't lose the depth too much!

As for the shading, thank you! I've been staring at it for so long that I've lost the ability to really tell if its not shaded enough or my eyes are crossing, honestly XD Your file was very useful :)

What do you need help with --- The overlay is fine, its the ci I need help/advice on. I am almost done with the ci. Then before I could finish. I realized as it is, it may get denied for not looking like 'makeup' Originally I did intend to add a brush but with all the detail it will look too cluttered and ruin the magical affect I got going on now..so my question is:
Do you have to have makeup brush included for makeup on the ci? I have seen pressed powders/blush compacts..I wanted to symbolize the essense coming out of the bottle would be the makeup. I also added pearls on the bottle as well as scales to represent another makeup.
So if i have to add a brush,what is the best place? If i have to add one, I might tone down the smoke/essence coming from the bottle( though i dont wish to do that)
I tried to look for items similar(with smoke/etc) but i mostly found brushes,lashes(which i dont like to add)

I don't think it would be denied, but if NEED BE, I'd add a brush coming from the back. Behind it all, at an angle, brush pointing to the bottom right. But you've got the aura that looks like makeup flying around, and the pearls. One thing that's getting me, and it may be just me and I'm so sorry if this is rude of me, but the tail has a small bump in it. The part under the little moon bumps upwards. I think it flow more if it was more similar to the bottom curve. Again, sorry if that was rude to bring up ! Seems fine with just the colors + aura. But that's also a body blush.
Yeah I had the tail with folds/frills but i guess 64/64 looks a bit strange..that's not rude at all, i like that sort of feedback..and good idea on the brush being behind it. thanks for the ci reference, i have more confidence. worse comes to worse I can add the brush behind the bottle. (though simple liner brush of some kind)

edit// Plus i was trying to have the tail/fins wrapping around the bottle so i had the fins trying to flow away from the rest. I might have to make that easier on the eyes(perspective wise)
The fin itself looks amazing and you can see the folds, but I didn't get the folds/frills from the tail. DX It's probably just my eyes ! The colors are super pretty on this ! And yeah, just a simple brush if-need-be, but I personally don't see an issue with it as-is.
Yeah I meant the fins, sorry. I was confused you when said bump(so i assumed u meant the folds on the tail)

First off, where do I get a slot. T_________T Second, I only see a few minor things you may want to tweak if anything. One being the line of the bottle closest to the tail (the long straight one) looks a little thin on resize. And the other which isn't so much of a critique, but more of a 'you could always' perhaps removing the ruffle / fin at the bottom of the bottle so it looks more like a standalone bottle would help to get it approved. Lastly, I think the approval will really depend on what you make the name of this item. "Mermaid Makeup" probably not so much, but if you had it something like "Essence of...." etc, or something along that lines, I can see it being much more likely to be approved.
[edit] I also want to say from my experience, be careful about getting a denial for this being a 'concept' and not an 'item'. :X

Took me heck of a long time to pick this up again...
I've re-worked the shadow/highlight placements, as well as softened the shading a fair amount (in comparison) to the original.
Hopefully I'm moving in the right direction?

I am really digging the shading a lot more now, for sure! My only suggestion is to maybe thin out or add a little color over the inner lines of the pink bows, because on the resize the lines are really standing out and with how soft the rest looks, this looks a little out of place I think! (I may have to keep an eye out on this if you decide on recolors =o)

When I had looked for help before with a wig, a lot of the feedback was "more shading", "more contrast"...just a lot more depth in general--so with that knowledge, I applied it to clothing as well. It does seem like softer shading is allowed for clothing?
And out of curiosity, what recolors would you be on the lookout for?

I think yeah on the softer shading. A lot of my clothing items have been accepted with softer shading, as long as it's still somewhat cell shaded here and there. It's kind of hard to cell shade clothing sometimes without making it stiff looking, if that makes sense.
And I typically look for darker colors myself. I am like the only person on site who's spastic over brown wigs and stuff like that. Honestly with this it's mostly just the pink that I'm not keen on personally since I don't use a lot of pink. I really think a black or white one might be nice? (or of course brown because I'm the only person WHO LIKES BROWN it's my favorite color and nothing in brown ever sells don't do this)
