Oh so, I made a forum group for me to put my SP into. You need to have under 1.5 mil in your account to do Sarah, so I'll usually only keep about 600k out, put the rest into my forum group, do blue quests and Shinwa first, then do wizard and Sarah, and by then you may have enough to do Saggi right away. If not, go ahead and do the other questers and leave Saggi for last. Basically, the SP in forum groups and shop doesn't count, but anything in your active SP and in your vault does. You'll have to empty your vault into your forum group.
