To make your pet Hydrus you first need to attain all the pieces for the Omen islands map.

To make your pet Gallactic you need to visit the coda caves on the 6th or 7th of any month and collect all the crystals there (or buy them, they're very cheap) - and hand them in to the quest giver.

Well, Hydrus and Galactic don't have potions. For hydrus pets, you need to first have a completed uncharted island map for access to the Omen Islands. (very expensive, the full map is around 20 mil sp) So, once you can get to the Omen Islands, you visit Merana the sea witch, and do quest for her. Once completed, she will "bless" one of your pets to make it a hydrus pet.

Galactic pets are easier. On the 6th and 7th of each month, the Coda caves are open. You can dig in Coda caves for a gem every 2 hours or so. You want the gems to give to Itallo, (I think he asks for one of each) who will then bless one pet to turn it Galactic.

Nostalgic and Steamwork pets have different ways to get them too, requiring certain items.

For the rest, potions/elixirs are how you can get them, or you can try zapping for some of the colors. Angelic, Bloodred, Graveyard, Nightmare, Sweetheart, Glade, etc. All have potions.
