The hairstyle is called Quell! It's one of the hairstyles in the wardrobe so it only costs a few thousand depending on how much you customise the colour & streaks :)

Oh, nice ! Halloween is actually "Morostide" on here. It's a few weeks long, generally. You Trick or Treat at peoples' profiles (by clicking a link that shows up on their profile), or you can egg them or throw TP at them, you roam the pumpkin patch (there will be a news post about it !), and generally have fun. During ToTing, you can get hexed by the person and your HA will turn into something awesome for a short amount of time. They introduced HA zapping, which is generally seasonal, where you get to zap your HA into a different kind of skin (it stays unless you cure it). We'll have to see what all they do this year ! They may introduce something new or just go with the old (or maybe even retire some aspects). Goes to bed so I won't reply until much later
