To give a pet to a specific user, you first must friend them, and they have to have an open pet slot. You then select the pet, and click 'Give to Friend'.
To just get rid of a pet, simply click 'Abandon'. It'll end up in the Adoption Center in Delphi.
You can find that in Delphi Beach. It's the reddish building next to the giant turtle building.
