not sure. but i got it the 2nd year. probably need to turn in a lot. the problem is you need to turn in regular red rreign item that you found floating around this time to get a wreath item, then turn in those wreath item too. but its not that good looking anyway haha. just a completion thing. still, turning in red rreign item gives you other loots likes books, food and wearables. plus there's achievements tied to it too.
