don;t believe the telenine is rare persay..I believe you can create them, I know you can use telenine elixirs though..and changing a pets name is possible..there is an option on the pets page for it(you used to have to use something called enchanted hypnosis wand)

You'd need a Miracle Potion II - it'll keep it's color but change its specie
