News post clearly states that the potions are part of the Checklist giveaway. No mention is made of requiring the Potion Lottery tickets as part of the giveaway.

My guess is that they are entirely separate, and, therefore, not dependent upon one another.

tiek16 - when you hover over someone's name, it always shows that they have 0 achievements, but if you look at these user's profiles, they do indeed have some. Congrats to all of the winners!
