Sometimes they just happen earlier in the day, probably to appeal to people in later time zones and give them a chance to get something first. I know I've been annoyed at whenever it stocks at about 11PM or even midnight in my time zone, so I feel like occasionally doing it early when more people in later time zones are awake for it makes it more fair.
