the fastest way to get the item is to go to the advertising forum and see if anyone with the tickets already will sell it to you for sP or some other currency you have a lot of that the seller might want.

The second fastest would be to also play ring toss and balloon hunt, because there's a chance that one of the morostide items they give out will more than compensate you if you sell it outright and this might happen before you accumulate enough carnival tickets yourself. I have gotten several items that are worth millions of sP doing these games even though they're not the best way to get tickets.

When I'm specifically saving tickets for something, I usually play the Mallarchy Pond game. It's 1 wizard token to play, and you can do it every 12 minutes. It's one of the easiest ways to get tickets since you're guaranteed at least 1 ticket every time you play.

There's also Balloon Popping, Ring Toss, and Bluff. But you're not guaranteed to get any tickets from those games, so Mallarchy Pond is probably the best option if you just want tickets.
