I had a single Bilge Water in my inventory and did a quest, didn't get him as a challenger.
Upped it to 6, did another quest, got it. They're still going for 2k each right now.
They were all that was in my inventory. Literally just those six. So hopefully it's a surefire way for others to get him?

I did a quest with Bilge Water in my inventory and it didn't trigger, but the Drink of Dank Water did. I did have 4 different items with "Water" in the name in my inventory at the time (Bilge Water, Drink of Dank water, Bottled Rain Water, and Spectrum Feli Hot Water Bottle, which was one of the quest items)

I've gotten him, although I did have 35 items in my inventory. Of those things, I suspect it may have been the Bilge water, since that seems to show up around him.
I guess it was not so easy :( just a happy accident :) whoops!

Maybe he has to ask you for a specific type of item? Like something from Rathskeller Inn? I just did a few quests but didn't unlock him, although he didn't ask me for any of those items like he sometimes does.

Just unlocked him but I didn't have any water in my inventory.Had a closer look and it turns out hot water bottles and a water subetaball work too. Maybe you just need to have some stuff with "water" in the title?
