What this means is you'll see slower speeds on sites that can't pay up for a "fast lane" access. Sites like netflix and youtube will be fine, they've got plenty of money to spend to make sure you see their content as quickly as possible.
Small businesses like Subeta and nonprofits that provide essential community services don't have such deep pockets, and won't be able to buy in to a fast lane.
