Hey here's a thought. Why not put a 24hr ban on items recently purchased by the user? Then they can't make a profit off the items and any accidental buys can be settled with tickets.
We actually can't discount them much more than 15% because they can be sold directly back to the pawn shop, and at a point not much higher than 15% you'd actually be able to make a profit.
