Celtic - Adopting a pet means from the create pet screen. They will count, referrals take a day to process :).

I refered someone, but they can't adopt a pet (of course) So how are they going to count? ...This doesn't make much sense to me. They CREATED a pet and it doesn't show them as counting yet for me.
