Users can no longer upload avatars, and the thing to allow Artists to has been added!

This will make it so that the avatars on the site look more similar, and generally all around better.

Go ahead nad make any avatars you can think of (unfortently, you wont get paid), and I will add them as I see them.

ALSO, since you have all been doing such a good job, I've upped the staff pay :)
