If the person has an anti-snowball item on their HA, even if you can't see it, the snowballs have no effect. This includes the shield and hair dryer, I believe.

is it possible that some of the new snowballs don´t show up on avatars yet? I´ve thrown the Snow Block Snowball, that one shows up on the head of a friend. After that, I threw the Log Snowball, which had (and still has, after about an hour) no effect on their HA at all. Same with the Cheeky Snowball (which I tried on another friend), it just doesn´t do anything. :(
