JKR made a mistake. (no offence to her, shes my hero!) It's not called a "Peck of Owls", its a "Parliament of Owls." Then again, Uncle Vernon has the I.Q. of a braindead Dodo with amnisia, so... (I am crazy about owls for some reason.)
