You can also find the link on the right side of the active billboards. It says "create ad"...
I really like this. It's quite annoying when you wanna submit the same billboard and wait till it's approved again. This makes it much more convenient for me. And the heads up warning is a good idea, too... that gives me enough time to get one uploaded again. Thanks!!
They are not sold as items anymore, except during sale times. You can just purchase impressions at the link Grace posted.

That was such a great idea! Glad to see it implemented. I'm a bit curious as to why I'm not seeing billboards in the cash shop anymore. Are they not being sold there any longer or am I just completely blind?
