Can anyone tell me what the heck this thing is and what it does? I swear it's been sitting in my vault for years, and neither google nor subetalodge returned any useful info on the thing.

Right, I remember the game and getting this. The description seems to indicate that I should be able to do something with it though. Is that not the case? Is this basically junk?
