Surging Power Potion?

Anyone had 2 of these potions in a row not do anything? Is there any special reason they didn't work for me, or am I just lucky?
Since it is a stat booster 0-3 strength, I am just assuming you got 0 twice in a row.
i got 0 5 times in a row so i sold them after restocking rather then using them.
averages ~1.3 strength point for me
not very fond of boosters you can get 0s from either

that's like saying 3 wouldnt be an option for something so cheap
if you were to use 100, it would probably average to something very correct
