This is working, but takes about 5 minutes or so for it to add the csc. Sorry for the post. I refresh several times before making the post and after 5+ minutes it made me a liar and added the csc. :(

I received a morty card while doing Shinwas quests. 
I used it and proceed to do library quests and noticed it is not adding the csc (5csc per quest for a total of 5 times or 25csc) to my csc balance.

You do get the event when one is used, so it is acknowledging that part of the morty card. 
You gain the buff Bonus Quest CSC Credits which gives you 5CSC for each quest you complete!
