i read we are supposed to get 5-15 tokens on kumos. i am only getting 3 no more no less per quest

That was the case for a few minutes when it first launched, and was quickly patched.
If you're in the test group (see the other topic) you can "build up" how many currency wins you earn over a few turns, and that same cap was being applied.
