It's been 2 or 3 days and surely someone would have found Scoundrel in the Pumpkin patch by now, but no. I have a feeling that it was overlooked when tagging which items to give out. Some people are reporting finding some of the same minions in different areas of the patch as well, which might have something to do with it.

Can someone please look into this? And if it turns out there was a problem, could the chances of finding the new minion be increased since we lost a few days of being able to get the achievement?

Just here to reiterate that this is still a problem. Scoundrel basically doesn’t exist on the site. Put the raccoon in the pool please!

ohhh... weird, still, with such a bunch of users trying for 3 days. Thanks anyway, we are all keeping our fingers crossed that we'll find the little super cute guy.

I have not found Scoundrel yet! I keep getting the same minions and old items in different parts of the patch.

I think maybe the problem is that the item pool for one section might have accidentally been duplicated for another section or something, are there any other items that don't seem to have gone out yet because they might have been meant to be in the same section as the new minion?

Yeah, we're going on four days with seemingly not a single Scoundrel on the site. If it is active, it's looking like maybe all of zero to five lucky people will acquire it this year.

This is why I wish they wouldn't retire the achievements for finding these minions when the event ends (and also un-retire the past ones). It's not fair that some of us might miss out on that achievement and break our streaks just because of really bad luck, especially since we're too busy to be going to the Pumpkin Patch all the time.
