Missing Tempest Storm Border

The Tempest Storm border is still unavailable even though I got the achievement. Could this please be fixed? I'd love to be able to use it :)

This is actually the same problem as the Blushing Flower Wreath Prize for the Blushing Flower Wreath achievement issue, and please post your reports in that thread so staff can have everything in one place!
