Yes, it still restocks. I restocked today. This doesn't happen super often, but I have maxed out achievements (300 purchases).

as brokensafety said, it sure does! I restocked 2 things at once today. o.o apparently, that can happen. I had no idea!

It's just having luck. I've visited BH for years without seeing a single item, and this week I was able to buy 2 items there. So just keep trying, and at some point, you will find something there.
Ah, I have only been able to luck it stocked once in 17 yrs
I only started catching items there after I bookmarked the page here, I click on it every now and then and manage to see some items
