I was clicking too fast through quest (ie. complete quest, then immediately click to go to the next screen to start a new quest) and in the interim, I saw a Tempest want to play with you notification, but ALT+back arrow to go to the previous page didn't allow me to see it again. Is there a way to get to Tempest or did I just hand myself an L on the free Tempest item?

Yeah, it was, but at least I'll know that if there's a next time this happens
