Titles are one of those features that we released, and then didn't make any real improvements or changes to. They're only on the forums.

Now they've been integrated into the cosmetic panel: https://kumos.subeta.net/account/cosmetics/titles and you can update your title there, and see all of the unearned titles you've missed out on. Soon we'll link to the achievements you can earn it from directly, to make it easy to know how to earn the titles of your dreams.

The titles are also now in the user hovers.

some titles that I've earned are locked for example the Collection Master (Marlboro caught them all)
