I've visited Ruffie Raffle, but I didn't get the Subeta Anniversary border. I checked my wardrobe in case I might have gotten it last year or it gotten it but didn't get the notice, and it says it's still locked.

Did you get the achievement Subeta Anniversary Border? That's how the border is unlocked (click that lil star if you have).
