So, I'm not new. I've logged in every now and then for pretty much 5 years so I'm a little embarrassed to admit I have little to no real idea what I'm doing as far as battling/training.
Over the years I've been checking in to put a few pets into training but outside of that I've no idea what else I could or should be doing to increase stats. Nor do I have any real knowledge of what weaponry I should be using.
I was wondering if you, guys in the know, would give me some training and battling 101?
I've been training one pet, Drogon, mostly. Stats at the time of writing are:
Level: 616 Strength: 1,533 Defense: 1,530 Speed: 1,520 Health: 1,526 HP: 1,525/1,526
Intelligence: 501
He also has an AP (which I understand has something to do with spells?) of 31.
Does anyone have any words on what I should be doing in addition to the training centre and battle quests: I complete Q1-16 most days, netting me probably 4 or 5 additional stats each time.
As far as weaponry goes I have:
Eternal Old Wizard Staff Shinwas Quill Valentine's Rod
I'm happy to sell them and have about 700million to purchase the correct set.

That's pretty much how I started out - just passively using the training center until my pet had some solid stats and learned all about battling later :P
The mechanics of battling can be somewhat complex, but has a good guide breaking it down over here: The Official Battle Guide v3.3 . It's a good primer if you're wondering what the heck is going on and what you should be doing. Section 3 in particular mentions how to gain stats.
So what do I do to gain stats? Well...
• I use the training center for all of my pets. It's still pretty cost efficient until your sessions are 100k or so each, which takes you well into Tier 12. After that stat boosters (Guide to Stat Boosters) are generally cheaper to use, but you can use them earlier if you want. Just be careful with tomes. Although they're fun, they can make your pet's level balloon up quickly, making the training center less efficient because session times and prices are determined by how much level your pet has.
• Doing Battle Quests everyday like you have been is also super important. You can earn a ton of EXP from doing them consistently and they're essentially free stats. Just keep going as far as you can each day.
• Another way is fighting challengers. For the first ten times you beat them you earn EXP, but there are also milestone wins (15, 20, 25, 35, 50, etc.) depending on the challenger's difficulty where you can earn stat boosters like mage amulets or tomes. Beating them nets you battle tokens, which you can use to buy boosters in the Battle Shop if you wish. Unlocking secret challengers and buying the cash shop challengers allows you earn even more of these rewards. They're also per pet, which means you can battle challengers with your other pets to earn the same rewards again.
• I also read tons of books to all of my pets. Intelligence/AP is very important because it allows your pet to use scrolls. Scrolls aren't limited to a certain number of items per set like weapons are so you can equip many of them if you have enough intel. More intel = more scrolls = more tricks you can use during battle to make things easier.
Those are all the ways I train my pets :)
As for weapons, your pet is currently in Tier 9 and getting close to Tier 10. If you want a good set that won't break the bank too much, I'd recommend:
Shinwas Temple Shard is a full blocker, which just means it blocks all incoming damage for one turn. Gorgun is a 100% freezer and will freeze your opponent on the turn after you use it (unless the opponent doesn't allow freezing). Recycle Blaster and Soma Tablets will each turn one of your opponent's weapons into junk. Calvin Blackmoons Sword, Purple Spider Squeaky Toy, and Ocean Currents Scroll are your constants, which are the infinite use items at the heart of your set; they attack, defend, and heal you a little each turn. Reviver of the Lion and Phoenix Quill are healers for when your health gets low. And Morosbane Scroll is a cheap bomb scroll that does a lot of damage in one turn and heals you a little; you can use it whenever you want but I like it best when the opponent is frozen for some nice damage.
These should help you cover your bases until you learn more about battling. They're a huge upgrade over your current set and should help you go a bit further in BQs. Most of it can be used over multiple tiers - especially the more expensive items - so I think the investment is worthwhile. (And thank you for mentioning your budget, few people remember to do that :P)
I don't want to add too much more because I've already been pretty wordy, but we're always here if you have questions. Battling is easier to learn when you have someone that can explain things when you aren't quite sure.

thank you so much! Advice that could not be clearer - which I'm very grateful for! I've made a few purchases as per your recommendation which has had an immediate (and notably better) difference. Already I'm up50% on the stats gained a day.

Always happy to help! I would definitely work on getting your intelligence up so you can equip more scrolls to your pet. Scrolls are very helpful during battles. The Ocean Currents one Jess mentioned is a good constant use scroll until you can equip more once per battle scrolls like cold blast, shriek of despair, gift of the forj, cobalt eternal, sancturia exodin, fatal fire, and morosbane
