You need to have an active subscription and it will be under the cash shop opponents, so you don't need to do anything else. If you just have a gold account, that's not enough.

to clarify, you unlock the challenger by subscribing, but once it's unlocked you keep access to it regardless of whether or not you currently have an active subscription.
