Your bluff is based on both of your dice. So if you have two fours and he has two fours, he's correct that there's four fours. Ones can be any number, so if you have two fours and he has two ones, there's effectively four fours.

it's not broken. read the rules again. the bid is a claim about how many of a given number there are in play TOTAL, not just in one player's hand.
