They both work! But there's a trick to them.
The trap traps the lizard minions, which may or may not get you the item. The repellent keeps them away and lowers the odds of you getting the lizard event. If you're after the achievement, remove the repellent from your inventory (put it in your vault).

They work. According to SubetaLodge: Lizard Minion Repellent Gives you a 25% chance of obtaining the item mentioned in the Lizard Random event. Must be in inventory to be active. Lizard Minion Trap Gives you a 50% chance of obtaining the item mentioned in the Lizard Random event. Must be in inventory to be active.
If you want the item from the random event, you lock both in inventory for a 75% chance to get the item. If you want the lizard stole an item achievement then you shouldn't have either in your inventory.
[Edit] Oddly enough just got this after posting: Your trap springs and you spray like mad as the lizard minions escape. They will not get away this time! You place Gym Vending Machine Trading Card into your inventory.
So yeah, they work together to increase your chances of getting the item.
