What is a fair price? Are we allowed to trade items like this for CSC or only a Morty Card? This is the only mask I can't find a value for.

It's a new item that is restocking in Migrating Masks Shop. According to subetalodge, it sold for 9mil to 10mil this week. You can trade for CSC or Morty Card, as long as the person you're trading with accepts.
