When you go to the dance floor, an pop up with the following text appears randomly:
[NPC] Gossip Boudewijn wants to cut in on your dance! What do you say to that?
One of the text is highlighted in a red BG so you can't miss to duelling with him. Don't close the tab before reading carefully, or you need to wait until he's pop up again. Hope this helps. ^-^

do you have to wait for a certain time or does he pop up straight away?
He appears randomly. Every time you did a Mystery dance, normal dance, or your dances were accepted, go to the dance floor and check if the pop-up appear. If not, close the tab and go over to the next window.
Two, three years ago I got lots of chances to get him. Last year I think just 5 or so. Untill yet, just 1.
It CAN happen, that he appears 2x in a row. I had this many years ago twice, so checking every dance floor page is important. Sometimes it can happen too, that he appear nearly the end of ARM, if you aren't lucky to see him earlier.
