Each time i log out it says i am logged out but then i come back a few hours later or a day later and i am still logged in. Now i need to clear out my history and cookies each day and then i am logged out good. Can't there be something done about this?

When you're logging out, is it from the normal Subeta site, or Kumos? Id' suggest trying to log out from the opposite of what you're currently doing it from, or both.

i log out from both and still when i come back i am logged in... Have to delete my cookies to make sure i am logged out correct

i logout from kumos as that what the sites directs me to. Then i log out from old site. Still when i get back i am logged in. So each time i have to remove my cookies from my pc so that i am sure i am logged out ok.
