O.O where to get it? Heard about it for the first time

You can buy it at the toy shop I think, it's an old item, but I'm a doof and have no idea what it does. subetalodge doesn't say anything about it either...

Apparently nothing. I got one out of curiosity. You can't even play with a pet with this plushie which is weird since plushies and beanbags can typically be played with. So basically you can donate, put in a TC, put in plushie collection or vault. So no solving this mystery.
