if you don't mind me asking how does a cw voucher work? does it let you buy things from peoples cw shops?

The vouchers can be used for items in the CW Shops for 700 CSC or less.

The voucher itself is not tradeable, so you just let the person know which item you want and they buy it and put it in trades :).
